Abstract: Abstract: Based on the advanced practice and successful experience of Shendong’s specialized production services and Tiandi Huatai’s operation service, counseling concept, function, work content and character of mine construction management are summarized and analyzed. And it also condenses counseling idea of mine construction management. With mining composite service theory, component theory and project management theory, it constructs the counseling pattern of mine construction management and parses the service connotation and types. Besides, it divides service product components of mine construction management, and analyzes resource allocation of service product components. The research results could innovate business model of coal industry and offer a new development direction for the transformation and upgrading of the industry. Meanwhile, it could effectively reduce operation cost and improve economic benefit. In addition, the results provide a strong theoretical guidance to production and management of construction and reconstruction coal enterprise. It has important practical significance for the innovation and application of coal industry’s production and management.
